Three Ministries Jointly Issue the "Notice on Launching Zero-Carbon Park Construction"

Recently, the National Development and Reform Commission (NDRC), the Ministry of Industry and Information Technology (MIIT), and the National Energy Administration (NEA) have jointly released the "Notice on Launching Zero-Carbon Park Construction" (hereinafter referred to as the "Notice"), kicking off the application work for the construction of national-level zero-carbon parks. The Notice clearly states that, on the basis of comprehensively considering factors such as energy endowment, industrial foundation, safe and reliable power supply, and carbon reduction potential, the development and reform commissions of all regions shall, in conjunction with the local competent departments of industry and information technology and energy, recommend qualified and willing parks to build national-level zero-carbon parks. The number of parks recommended by each region shall not exceed two, and the list of recommended parks and their construction plans shall be submitted to the National Development and Reform Commission by August 22.

The National Development and Reform Commission (NDRC) shall take a coordinated approach to advance the construction of zero-carbon parks, continuously deepen reform and innovation in relevant fields, and provide active support for the construction of zero-carbon parks in aspects such as pilot exploration, project construction, and fund allocation. The Ministry of Industry and Information Technology (MIIT) shall guide all regions in promoting the low-carbon transformation of industrial parks and facilitating the construction of zero-carbon parks in industrial parks that meet the necessary conditions. The National Energy Administration (NEA) shall guide all regions to strengthen the construction and reform innovation of green energy supply systems for zero-carbon parks and drive the transformation of energy supply and consumption models in parks. Development and reform commissions of all regions shall, in conjunction with local competent departments of industry and information technology and energy, and in light of local realities, ensure the effective implementation of relevant work. The Notice points out that the NDRC will coordinate the use of existing funding channels to support the construction of zero-carbon parks, encourage all regions to provide financial support for such construction, and use funds from special bonds issued by local governments to support eligible projects. Policy banks are encouraged to provide medium- and long-term credit support for eligible projects. Eligible enterprises are supported in issuing bonds to fund the construction of zero-carbon parks.
